Short answer: Indians need an e-Visa from the official portal before they fly, because India is not on the visa-on-arrival list.
A non-stop from Delhi or Mumbai takes about 4.5–5 hours, and seven days covers Baku, Gobustan, the Absheron fire sites, Quba, Shahdag, Gabala and Sheki.
Budget in manats and give the country at least a week so you see more than Baku.
Indians already know the route well. The Azerbaijan Tourism Board's India page counts 243,589 Indian arrivals in 2024 and 166,946 in 2025, citing State Migration Service data.
The same page says 46% of Indian visitors in 2025 stayed four to seven nights. This guide takes you through it step by step, with every visa rule, schedule and price checked on 24 October 2026.
Key Takeaways
- Indians need an e-Visa before flying. India is on the official e-Visa list, not the visa-on-arrival list. The standard e-Visa costs US$20 state fee + US$9 service fee and is issued within 3 working days.
- Apply only on evisa.gov.az. Lookalike sites such as evisa.govt.az (note the extra "t") are not the government portal.
- Azerbaijan Airlines flies non-stop from Delhi and Mumbai. IndiGo plans to restart a Delhi non-stop, but this was unconfirmed on 24 October 2026.
- Land borders with Georgia and Iran are closed to normal road crossings, so plan to arrive by air. For Georgia, the only ways are a flight or the Baku–Tbilisi train.
- On 24 October 2026, ₼1 (one manat) was about ₹55.76.
- A comfortable 7-day trip for two sharing works out at roughly ₹88,500–₹1.34 lakh per person including flights. This is a rough estimate; see the budget table.

Step 1: How Do Indians Get an Azerbaijan Visa?
Indian passport holders get an Azerbaijan visa online through the ASAN Visa system at evisa.gov.az. You apply, pay by card and download the e-Visa PDF.
There is no embassy visit, and the State Agency for Public Service and Social Innovations runs the portal. Bring a printed copy with your passport.
Is Azerbaijan Visa-Free or Visa on Arrival for Indians?
No to both. Azerbaijan is not visa-free for Indians, and Indians can't get a visa on arrival. The State Migration Service's airport-visa list on 24 October 2026 named 14 countries, including China, Malaysia and the UAE, and India wasn't one of them.
India is listed instead on the portal's countries eligible for e-Visa page.
Ignore older blogs and package pages that say Indians get a visa on arrival. If you land without an e-Visa, you risk being refused boarding or entry.
One narrow exception, for completeness: from 22 September to 5 November 2026, holders of an invitation or FIFA accreditation for the FIFA U-15 World Cup and Festival can get a visa at the airport.
That arrangement doesn't apply to ordinary tourists.
How Do You Apply on the Official e-Visa Portal?
The portal describes a three-step process:
- Apply. Go to evisa.gov.az and start a new application. Enter your passport details, travel dates and address in Azerbaijan, and upload a passport scan. Families of 2–10 people and groups of 10–300 can apply together.
- Pay. The portal takes Visa, Mastercard, UnionPay and JCB cards, and the card doesn't have to be in the applicant's name.
- Download. When it's approved, download the e-Visa and print it. You can track progress on the portal's check status page.
What Do the Standard and Urgent e-Visas Cost?
The official portal lists the standard e-Visa at a US$20 state fee plus a US$9 service fee (about ₹2,750 at 24 October 2026 rates), issued within 3 working days. The state fee is non-refundable.
The urgent e-Visa is issued within 3 hours, including weekends and holidays, for a higher fee, according to the official portal.
Azerbaijan's embassy pages for the USA and Canada list the urgent state fee as US$50, but the embassy page for India shows US$60. The portal itself doesn't publish the urgent fee, so check the total at checkout.
Treat the urgent option as a backup, not a plan.
How Long Is the e-Visa Valid, and What About Your Passport?
The e-Visa is single entry and allows a stay of up to 30 days. The portal asks you to apply at least 3 working days before arrival. Your passport must be valid for at least 3 months beyond the e-Visa's expiry.
In practice, the UK government's Azerbaijan entry advice works out that this means about six months of validity from your arrival date.
If you stay more than 15 days in a row, you must register with the State Migration Service. The Embassy of India in Baku says you can do this online or through the MigAz app.
Hotels often do it for you. If you're in an apartment or private home, you must do it yourself, according to GOV.UK.
How Do You Avoid Fake Azerbaijan Visa Websites?
The real portal is evisa.gov.az, and it is the only address you should type. Lookalike sites copy the government's look, charge extra "processing" fees and sometimes rank above the official site in search results.
Lookalike-Site Warning
- Official: evisa.gov.az (ends in .gov.az).
- Not official: evisa.govt.az has an extra "t" in "govt". Other agent sites use words like "azerbaijan-evisa" or "visa-azerbaijan" in a .com or .org address.
- Check the address bar before you enter passport or card details.
- The government total for a standard visa is US$29. If a site asks for much more, close it.
Step 2: How Do You Fly from India to Azerbaijan?
You fly from India to Azerbaijan on a non-stop flight from Delhi or Mumbai into Heydar Aliyev International Airport (GYD) in Baku. From other Indian cities, connect through Delhi, Mumbai or a Gulf hub.
Delhi to Baku is about 2,791 km as the crow flies, farther than Delhi to Kanyakumari.
Which Airlines Fly Direct from Delhi and Mumbai?
- Azerbaijan Airlines (AZAL) flies Delhi–Baku and Mumbai–Baku non-stop. AZAL's Delhi–Baku page gives a flight time of "approximately 5 hours" and Mumbai–Baku takes about 4 hours 30 minutes. AZAL's allowance is up to 10 kg of hand luggage and 23–32 kg of checked baggage, depending on fare. The Tourism Board's India page lists daily AZAL flights on both routes, and Air India now codeshares on them, according to CentralAsia+. Check azal.az for your dates.
- IndiGo has filed plans to restart its Delhi–Baku non-stop (6E 1803, 19:55 → 00:45 local time) from 25 October 2026, according to the third-party tracker FlightMapper. The flight hasn't operated since late January 2026 (Airportia), an earlier summer 2026 filing was never flown, and on 24 October other schedule feeds didn't show it (2LNR, Trip.com), so treat it as unconfirmed and check goindigo.in before booking. IndiGo has no non-stop Mumbai–Baku flight.
How Much Does a Flight from India to Baku Cost?
Fares move every day.
On 24 October 2026, AZAL's own fare pages showed one-way economy fares from US$226 (about ₹21,440) Delhi–Baku for October 2026 and from US$197 (about ₹18,690) for November 2026, with daily Delhi fares across 23 October–22 November ranging from US$197 to US$769.
Mumbai–Baku started from US$188 (about ₹17,840). These are "seen in the last 48 hours" starting prices, not guaranteed fares.
Can You Fly from Other Indian Cities?
Yes, but not non-stop. From Bengaluru, Chennai, Hyderabad, Kolkata, Kochi or Ahmedabad, you have two options.
You can take a domestic flight to Delhi or Mumbai and connect to AZAL (or IndiGo, once its Delhi–Baku flight is confirmed), or you can fly one-stop via a Gulf hub such as Dubai, Doha or Abu Dhabi.
If you book separate tickets, leave at least three hours between flights.
What Makes Baku Flight Fares Go Up or Down?
Your fare on the India–Azerbaijan route depends on four things:
- Season. Summer school holidays and the September–October shoulder season fill up first, and AZAL's own calendar showed Mumbai fares ranging from US$188 to about US$500 across October–November 2026.
- Day of the week. Weekend departures usually cost more.
- Fare type. The cheapest fares may exclude checked bags, which matters if you're bringing back carpets or sweets.
- Booking window. Book four to eight weeks ahead for the best choice of seats. This is general booking advice rather than a route-specific statistic (rough estimate).
Step 3: When to Visit Azerbaijan from India
The best time for a first Azerbaijan trip from India is April–June or September–October.

These months have mild weather in Baku and open mountain roads, and autumn brings lower hotel prices. Lonely Planet's seasonal guide notes that summer temperatures in Baku and the lowlands can pass 38°C.
It also says October brings "crisp air, fewer tourists", and hotel prices start to dip from September, especially in central Baku.
| Season | What to expect | Best for |
|---|---|---|
| March | Novruz (spring new year) celebrations; still ski season in the mountains | Festivals and culture |
| April–June | Mild, green, wildflowers in the Caucasus foothills | Gobustan, hiking, photography |
| July–August | Hot in Baku, cooler in the mountains | Caspian beaches, Shahdag and Quba |
| September–October | Mild, harvest season, autumn colour in Sheki and Gabala | Best all-round value |
| December–February | Cold. Rare snow in Baku, but snow in the mountains | Skiing at Shahdag and Tufandag (season runs to end of March) |
The official Azerbaijan tourism site says the Shahdag and Tufandag ski resorts welcome snow-sports visitors "from December through to the end of March".
Shahdag had not announced its 2026/27 opening date as of 24 October 2026.
Step 4: How Much Does an Azerbaijan Trip from India Cost?
A 7-night Azerbaijan trip from India costs roughly ₹88,500–₹1.34 lakh per person for two people sharing a mid-range room, including return flights and the e-Visa. Treat this as a rough estimate.
Fixed costs like the visa and bus fares come from official sources, while hotels and meals are our own estimates.
For comparison, the Azerbaijan Tourism Board puts the average Indian visitor's spend in 2025 at 2,115 AZN (about ₹1.18 lakh), with 55% going on transport.
What Are the Fixed Costs You Can't Avoid?
- e-Visa: US$29 (about ₹2,750), from evisa.gov.az.
- Return flights: at least about ₹37,400 based on AZAL's November "from" fares (US$197 each way). Expect more in practice.
- Travel insurance: the Indian Embassy in Baku asks Indian visitors to carry a copy of their medical insurance papers.
What Do Daily Costs Look Like in Baku and the Regions?
Here's what everyday costs looked like in October 2026:
- Baku Metro: a flat 60 qəpik (₼0.60, about ₹33) per ride since 1 October 2025, according to the Ministry of Digital Development and Transport. You pay with a rechargeable BakıKart, which costs ₼3 (about ₹167) (BakıKart).
- Intercity buses from Baku International Bus Terminal, from the terminal's timetable: Baku–Quba ₼5.90 (about ₹330), Baku–Gabala ₼11.50 (about ₹640) and Baku–Sheki ₼13.20–13.60 (about ₹740–760).
- Gobustan reserve: the reserve raised its foreign-visitor ticket to ₼20 (about ₹1,115) from 1 June 2025, as reported by Trend News Agency. The reserve's own website still lists the old ₼10 price, so check at the gate.
- Tourist SIM: Azercell's travel packs start at ₼39 (about ₹2,175) for 30 GB and 100 minutes over 30 days, with the SIM or eSIM free.
- Hotels: mid-range doubles cost roughly ₼80–150 (₹4,460–8,365) a night in Baku and ₼60–120 in the regions. These are rough estimates.
- Food: roughly ₼35–60 (₹1,950–3,350) per person per day for café lunches and sit-down dinners. This is a rough estimate.
- Private car and driver for the regions: roughly ₼150–250 (₹8,365–13,940) per car per day. This is a rough estimate.
What Does a Sample 7-Day Budget Look Like?
This sample is per person, for two people sharing, travelling in November 2026, with prices checked on 24 October 2026. Rows marked as a rough estimate are not quotes.
| Item | Low (₹) | High (₹) | Basis |
|---|---|---|---|
| Return flight Delhi–Baku | 37,400 | 50,000 | AZAL "from" fares; high end (rough estimate) |
| e-Visa | 2,751 | 2,751 | US$29, official portal |
| Hotels, 7 nights (half a double) | 15,600 | 29,300 | (rough estimate) |
| Food, 7 days | 13,700 | 23,400 | (rough estimate) |
| Driver for 3 region days (half a car) | 12,500 | 20,900 | (rough estimate); buses cost far less |
| Entry tickets | 3,350 | 3,350 | Gobustan ₼20 plus others (rough estimate) |
| Tourist SIM | 2,175 | 2,175 | Azercell 30 GB pack |
| Travel insurance | 1,000 | 2,000 | (rough estimate) |
| Total | ≈ 88,500 | ≈ 1,34,000 | Rough estimate |
Budget version: take buses instead of a driver, stay in guesthouses and travel in November or between January and March, away from the ski season's peak weekends. That brings the trip down noticeably, but we haven't priced it line by line.
How Do You Handle Manat, Cards and Forex?
Azerbaijan's currency is the manat (AZN, ₼). On 24 October 2026, Xe's mid-market rate was ₼1 = ₹55.76, and ₼1 was worth about US$0.59. Practical tips:
- Don't count on changing rupees in Baku. Bring US dollars or a forex card.
- The UK government's Azerbaijan safety advice recommends using ATMs inside banks, because card skimming happens.
- Keep some cash for regional buses, village guesthouses and bazaars.
Step 5: A 7-Day Azerbaijan Itinerary from India
The best 7-day Azerbaijan itinerary from India spends three days on Baku and its surroundings, two days in the northern mountains around Quba and Shahdag and two days on the Gabala–Sheki side of the Greater Caucasus.

Distances below are road distances from the Baku bus terminal timetable.
Days 1–3: What Should You See in Baku, Gobustan and Absheron?
Day 1: Old City and the Boulevard. If you land on a late-night or early-morning arrival, sleep in.
Then walk Icherisheher, the walled Old City, which is UNESCO-listed as the Walled City of Baku with the Shirvanshah's Palace and Maiden Tower (inscribed 2000).
Climb the Maiden Tower, then walk the Caspian seafront Boulevard at sunset to see the Flame Towers light up.
Day 2: Gobustan and the mud volcanoes. Gobustan is about 60 km south-west of Baku. Trend News Agency reports more than 6,000 rock carvings there, spanning the Palaeolithic to the Middle Ages.
Most tours add the nearby mud volcanoes. In the afternoon, visit the Heydar Aliyev Center's flowing white building.
Day 3: Absheron fire sites. Visit the Ateshgah fire temple in Surakhani, which matters to Indian visitors.
The Embassy of India's bilateral brief calls it a temple dedicated to Jvala Devi.
Of its 23 inscriptions, 18 are in Devanagari and 2 in Gurmukhi, and most begin with "Om Shri Ganeshaya Namah". Then go to Yanardag ("Fire Mountain"), a hillside where natural gas burns.
The Tourism Board says Indian visitors show a strong preference for heritage sites such as Ateshgah, Yanardag ('Fire Mountain') and the Maiden Tower.
Days 4–5: How Do You Visit Quba and Shahdag?
Day 4: Baku to Quba (174 km). Buses run from Baku International Bus Terminal for ₼5.90. Explore Quba town and the Red Settlement (Qırmızı Qəsəbə) across the river, then stay overnight in Quba or Gusar.
Day 5: Shahdag and the high Caucasus. Shahdag Mountain Resort, near Gusar, is Azerbaijan's largest ski resort; Lonely Planet describes "nearly 30km of groomed slopes".
Outside ski season it runs cable cars and summer activities. Alternatively, with a driver from Quba, you can add Khinalug (Xınalıq), one of the highest villages in the Caucasus, via the Quba–Khinalug road.
Landslides close it from time to time (most recently for a day in early October 2026, reported by Ayna.az), so check conditions in Quba first.
Return to Baku that evening, or stay overnight and drive to Gabala via Shamakhi.
Days 6–7: Why Add Gabala and Sheki?
Day 6: Shamakhi and Gabala. On the way, stop at Shamakhi's Juma Mosque and the wine region, which is in harvest in autumn according to the official tourism site.
Then ride the Tufandag cable cars above Gabala. Gabala is one of the regions most visited by Indians, according to the Tourism Board. Stay overnight in Gabala or continue on to Sheki.
Day 7: Sheki, then back to Baku. Sheki's old centre is UNESCO-listed as the Historic Centre of Sheki with the Khan's Palace (inscribed 2019).
See the Khan's Palace stained-glass windows, the caravanserai and the local halva. The bus back to Baku covers 291 km in about four hours, so give yourself a margin before an evening flight, or add one more night in Baku.
Getting around: ADY's overnight Baku–Balakan train, which stops at Sheki, has been suspended since August 2026 after weather damaged the track, and ADY had not announced a restart date as of late October 2026 (Anews; Ain.az).
Check ady.az before you plan around it. Regional buses are cheap but run on set times, and a car with driver is the easiest way to link Quba, Gabala and Sheki on one trip.
Can You Add Georgia to Your Azerbaijan Trip?
Yes, but not by road from Sheki.
The UK government's entry advice says the land borders with Georgia and Iran are "temporarily closed", and you need official permission to leave Azerbaijan by road.
Georgian business site BM.ge reported that the closure was extended to 06:00 on 2 January 2027. That leaves two ways to get between the countries:
- Fly. AZAL's Baku–Tbilisi page gives a flight time of about 1.2 hours, with one-way fares from US$61 (about ₹5,790) for October 2026.
- Take the train. Azerbaijan Railways resumed the Baku–Tbilisi service in May 2026. APA reports two trains each way daily from 1 November 2026 (Baku 09:10 → Tbilisi 19:11, and Baku 23:00 → Tbilisi 08:41), with fares from ₼54 on the new services.
Indians need a Georgian visa. You can apply for a Georgian e-Visa on Georgia's official e-Visa portal (evisa.gov.ge), or enter visa-free for up to 90 days in any 180 if you hold a valid US, UK, UAE or Schengen visa or residence permit.
Check the current list on Georgia's consular site (geoconsul.gov.ge) before booking. Remember that an Azerbaijan e-Visa is single entry: if you go to Georgia and come back to Baku, you need a new one.
What Should Indians Know About Safety, Food, SIMs and Etiquette?
Indians generally find Azerbaijan safe and easy to travel in. The Embassy of India in Baku says "Azerbaijan is fairly safe and secure". Its rules are strict, though, so know these before you go.
Is Azerbaijan Safe for Indian Travellers?
Yes, for the usual tourist route. The UK government's safety page (updated 23 October 2026) says crime in Baku is generally low.
It advises carrying your passport at all times because police carry out ID checks. Use Uber or Bolt rather than unmarked taxis. Things to avoid:
- The Armenia border, which remains closed. GOV.UK advises against all travel within 5 km of it, and warns of mines and unexploded ordnance in south-western areas.
- Visiting south-western areas such as Khankendi without official permission. GOV.UK warns this can lead to being refused entry later.
- Bringing drones, which are confiscated at customs. Also leave behind knives, knuckle-dusters and metal acupressure items, which the Indian Embassy warns against carrying.
- Drink-driving: there is zero tolerance.
Save the Embassy of India's address: 6A Olimpia Street, Ganjlik, Narimanov District, Baku AZ1072; phone +994 12 564 6344.
Will You Find Vegetarian and Indian Food in Baku?
Yes, especially in Baku. The Tourism Board's India page notes that "around 30-40% of Indians are vegetarians, and the majority communicate in English", and Baku has Indian restaurants.
In the regions, look for qutab (thin flatbread) stuffed with greens or pumpkin, lentil soups and fresh salads and ask if dishes contain meat stock. Jain travellers should pack some snacks for days outside Baku.
Which SIM or eSIM Should You Buy?
Buy an Azercell or Bakcell tourist pack at the airport or an official store, and bring your passport.
Azercell's travel packs cost ₼39, ₼59 or ₼79 for 30, 60 or 120 GB over 30 days.
GOV.UK adds that if you use a local SIM for more than 30 days, you must register the phone's IMEI and pay a fee.
What Local Etiquette Should You Follow?
- Dress: GOV.UK notes that men in shorts are more acceptable in Baku but frowned on outside it. Cover your shoulders and knees in mosques.
- Carpets and antiques: GOV.UK says you need an export certificate to take carpets, samovars or antiques home. The seller or the Azerbaijan National Carpet Museum can provide one.
- Photography: ask before photographing people, and avoid military and government sites.
- Time zone: Baku is 1.5 hours behind India, so set your phone clock before you book tours.
What Do Indians Ask Most About an Azerbaijan Trip?
Do Indians Need a Visa for Azerbaijan?
Yes. Indian passport holders need a visa for Azerbaijan, and the standard route is the e-Visa from the official portal, evisa.gov.az. It costs US$20 plus a US$9 service fee and is usually issued within three working days.
It allows one entry and up to 30 days' stay. Print it and carry it with your passport.
Is There Visa on Arrival for Indians in Azerbaijan?
No. India is not on Azerbaijan's airport visa list, which covers countries such as China, Malaysia and the UAE. Indians must get an e-Visa before flying.
The only exception in force now is for accredited FIFA U-15 World Cup visitors, until 5 November 2026. It doesn't cover ordinary tourists, so apply online before you book.
Is There a Direct Flight from India to Azerbaijan?
Yes. Azerbaijan Airlines flies non-stop to Baku daily from Delhi and Mumbai, and IndiGo plans to restart a Delhi non-stop, but this was unconfirmed on 24 October 2026. Flying time is roughly 4.5 hours from Mumbai and about 5 hours from Delhi.
Other Indian cities connect via Delhi, Mumbai or a Gulf hub.
How Many Days Are Enough for Azerbaijan?
Seven days is the sweet spot for a first visit. That gives you three days for Baku, Gobustan and the Absheron fire sites, two for Quba and Shahdag and two for Gabala and Sheki. Four or five days covers Baku and one region.
Tourism Board data shows that 46% of Indian visitors in 2025 stayed four to seven nights.
Is Azerbaijan Expensive for Indian Tourists?
It costs a bit more than Southeast Asia but less than most of Europe. On our rough estimate, a 7-night trip comes to about ₹88,500–₹1.34 lakh per person, sharing, with flights. Baku Metro rides cost ₼0.60 and regional buses ₼5.90–13.60.
Flights and hotels are the biggest costs, so book early and travel in shoulder season.
Can You Use Indian Rupees or Cards in Azerbaijan?
You can't pay in rupees. Everything is priced in Azerbaijani manat, worth about ₹55.76 on 24 October 2026. Carry US dollars or a loaded forex card to exchange or withdraw locally.
Cards work widely in Baku hotels and malls, but keep cash for buses, villages and bazaars, and use ATMs inside banks.
Can You Combine Azerbaijan and Georgia on One Trip?
Yes, by air or rail. Azerbaijan's land borders are closed to normal road crossings until at least 2 January 2027. Fly Baku–Tbilisi (about 1.2 hours) or take the train, two each way daily from 1 November 2026.
Indians need a Georgian visa (an e-Visa is available) unless they hold a valid US, UK, UAE or Schengen visa or residence permit.
Is It Easy to Find Vegetarian Food in Baku?
Fairly easy in Baku, harder in villages. Baku has Indian restaurants and plenty of vegetable dishes, salads and breads. In the regions, ask for qutab with greens or pumpkin and check whether soups use meat stock.
The Tourism Board notes that many Indian visitors are vegetarian, so hotels catering to Indian groups often understand the request.
